Climate Cabinet is a U.S.-based, pro-climate nonprofit organization whose goal is to support state and local candidates so they can run for office, win elections, and legislate from positions that are key to climate action. To do so, they use data science with a “Moneyball” approach, analyzing public offices across the country to identify candidates with the greatest potential to generate real impact. Once identified, they support these candidates with financial resources and political backing, and later assist them in implementing pro-climate policies.

The organization was founded by Caroline Spears, a market analyst at one of the leading solar energy companies in the United States. Through her professional experience, she began to notice that many more projects were being developed in some states than in others, even when climate conditions were equally favorable and the federal context was the same. She concluded that the key difference lay in the state and local policies in place in each territory.

Since its creation in 2020, Climate Cabinet has supported more than 500 candidates at different levels of government, from public school boards to state House of Representatives elections. Its overall win rate is around 62%, a significant figure for local elections. In 2025, the results were even stronger: candidates backed by the organization won 42 of the 45 races they contested.

According to the organization’s own estimates, officials elected with its support have decision-making power over more than 813 million metric tons of carbon dioxide equivalent per year. This means that those holding these offices have the legal and political authority to regulate, prevent, or reduce these emissions through regulations, incentives, and public policies.
